All topics carrying a flag therefore have a special meaning to you because you have either read them or even participated in them.
Consequently, there is an option to filter those topics in order to hide those that do not interest you.
On the page that lists the topics of a category, you will find a link at the top-left which is represented by an icon displaying flags:

If you click on it, the topics will be filtered. If you click on the blue flag, you will get the messages in which you participated. If you click on the red flag, you will be shown the topics that you have read but not participated in.
On this page, all topics that carry a flag of the chosen colour are displayed:

As you can see, the second topic is displayed even though it does not carry any flag. This is because you have already participated in this topic and read all its content (yellow folder). Therefore there is no flag to be shown.
To go back to the default view click on the tab 
A similar system can be found on the page listing all the categories:

If you click on it, you will be shown all the topics carrying a flag with the colour that you have chosen to filter.
However, because all the categories are displayed and to avoid a bloated content, it will only show you topics that are still active
